The Department of Interior and Local Government (DILG) Regional Office 6 signed a Memorandum of Agreement (MoA) with West Visayas State University (WVSU) on June 2, 2017 at the Center for International Linkages and Public Information (CILPI) guest lounge. The MoA states that WVSU was chosen to be the Local Research Institute (LRI) for the conduct of the Citizen Satisfaction Index System (CSIS) in Oton, Iloilo.
Present during the event were DILG Provincial Director Teodora P. Sumagaysay, Local Government Monitoring and Evaluation Division (LGMED) Assistant Chief Anna Lee Mostacho, and Local Government Operations Officer (LGOO) Stephanie Almira, WVSU President Dr. Luis M. Sorolla, Jr., University Research and Development Center (URDC) Director Dr. Greta G. Gabinete, together with URDC’s Mrs. Maria Luisa Z. Albacete, Mr. Rey L. Arenga, and Dr. George Fredrick A. Roxas.
The CSIS was developed to serve as a tool for drawing in applicable information for gauging citizen satisfaction in the various local government services that are delivered to help improve their socio-economic condition and advance their appreciation of local political affairs, as well as effectively transform them into becoming productive development partners. “We chose WVSU because the institution has an impressive track record in producing national examination board passers, it is dynamic in research, active in extension work, continuously strives for quality education, is politically neutral, and constantly delivers genuine public service”, explains Ms. Sumagaysay. From 2013 to 2015, all cities were covered by the CSIS and 31 municipalities were pilot-tested in 2016. This 2017, pursuant to DILG Memorandum Circular 2017-32, the CSIS will be implemented in 30 target municipalities.
