1. Provide high quality, low cost nursing education in a conducive teaching-learning milieu.
2. Offer a curricular program that will produce nurses who are scientifically informed, socially aware, committed and technically competent utilizing the nursing process.
3. Inculcate loyalty among the faculty and graduates and uphold the ideals of the college and the university.
4. To provide opportunities for scientific investigation on issues, concerns, and problems related to nursing and disseminate research findings.
5. To share expertise in nursing education and research to other institutions and to design, collaborate, and implement extension projects.

No qualified student shall be denied admission to the University  academic programs by reason of sex, ethnic considerations or religious beliefs and affiliations.

No transferee is admitted into the program.

The applicant must be a graduate of a general or vocational secondary school duly recognized by the Department of Education; at least 16 years of  age but not over 21 years old; single and should remain single throughout the course; must meet the West Visayas State University College Admission Test (WVSUCAT) cut-off score specified by the College.                     
              
Ranking system is used to determine the number of students admitted into the program. It is based on the following criteria:
                    High School Grade Point Average (GPA)      25%
                    WVSUCAT Performance                               25%
                    Nursing Aptitude Test Performance              40%
                    Performance in the Interview                       10%

Registration 
No student shall be registered in any subject after twelve (12%) percent of the regular class meetings have been held.  Registration made after the  regular registration  period indicated in the University academic calendar shall be subject to a fine for late registration. Special students may register after regular registration period without the  payment of fine for late registration but subject to other existing regulations of the University.

The College of Nursing (CON), which is one of the flagship programs of the university, offers the Bachelor of Science in Nursing (BSN) and Master of Arts in Nursing (MAN) programs. The College Save was established in 1977 to provide quality nursing education at very reasonable cost. CON has consistently been among the top 5 performing nursing schools in the Nurse Licensure Examination (NLE) of the Philippines since 1980 and again garnered 100% passing in the June 2007 NLE. Through the years a number of nursing graduates were among the top ten successful examinees. The graduate program draws its enrollees from practicing nurses in the academe and nursing service. The College is located at the Lopez Jaena Hall, university main campus.

 Upon the favorable recommendation of the Board of Nursing, formal approval to open the School of Nursing was given on April 21, 1977 by the Professional Regulation Commission. The Ministry of Education and Culture likewise issued a temporary permit, No. 520 s. 1977, which authorized the opening of the First and Second Years of the Four-Year BSN course.
